Judge Blocks Massive AI Datacenter in Imperial County

Developer Sebastian Rucci faces a court order requiring a full environmental review for a proposed 1-million-square-foot AI datacenter in Imperial County.

A judge recently ruled that a proposed 1-million-square-foot AI datacenter in unincorporated Imperial County must undergo a full environmental review before proceeding. The project, led by Sebastian Rucci through Imperial Valley Computer Manufacturing, would have housed millions of servers and required 330 megawatts of electricity and 750,000 gallons of water daily.

Rucci initially secured county approval by seeking an exemption from the California Environmental Quality Act. However, the project faced intense community opposition and lawsuits from the City of Imperial over concerns regarding power grid strain, threats to endangered wildlife, and water scarcity from the Colorado River. The Imperial Irrigation District also rejected the project's application for water.

While Rucci claimed the facility had secured interest from Google to train its Gemini AI models, a Google spokesperson denied the company's involvement in any Imperial County project. Rucci has indicated he will challenge the court's ruling to mandate the environmental review.
