Singapore Minister Urges Shift to Continuous Workforce Retraining

Minister for Transport Jeffrey Siow announced on August 3, 2026, that Singapore must shift its educational focus from pre-employment schooling toward continuous in-employment retraining. Speaking at the 18th ASEAN & Asia Forum, Siow argued that the next generation of Singaporeans will change employers more frequently, making the traditional model of long-term tenure at a single organization obsolete.

Siow framed Singapore's demographic pressures, including an ageing population and low fertility rates, as a potential strategic advantage. He suggested that a smaller citizen base allows the government to invest more intensively in each individual. He noted that the country already possesses a head start through the SkillsFuture initiative.

This policy direction aligns with the Economic Strategy Review, which follows consultations with over 7,700 stakeholders and provides 32 recommendations to improve national growth and resilience. Siow emphasized that the center of gravity for learning must move away from schools and universities to support workers who need to reskill while in employment or between jobs.
