Landlords Sue New York City Over Rent Freeze Policy

Mayor Zohran Mamdani implemented a rent freeze for nearly one million apartments, sparking a lawsuit from landlords alleging improper pressure on the Rent Guidelines Board.

A rent freeze affecting nearly one million rent-stabilized apartments in New York City went into effect on October 1, 2026. The policy fulfills a primary campaign promise made by Zohran Mamdani, who appointed the majority of the Rent Guidelines Board that approved the freeze for one- and two-year leases.

A group of landlords is currently challenging the freeze in the State Supreme Court in Manhattan. The plaintiffs argue the administration pressured the board to ignore the financial challenges of landlords and prioritize tenants, claiming the decision was predetermined. As part of the litigation, the city released internal emails and texts between City Hall officials and board members.

Lawyer Randy Mastro, representing the landlords, claims the process was a sham, while Justice Brendan T. Lantry is presiding over the case. The city's top lawyer, Steven Banks, has defended the board's independence in court filings. If Justice Lantry nullifies the freeze, the board will be required to restart its process, which could lead to rent increases.
