European Commission Proposes New Roadmap for EU Enlargement

The European Commission released its 2026 enlargement report, offering Serbia a fresh start and proposing gradual integration for candidate countries before formal membership.

The European Commission released its annual enlargement report on November 5, 2026, introducing a streamlined roadmap for candidate countries and a proposal for gradual integration. This new approach allows candidates to join EU structures and cooperation frameworks before formal membership, with talks on specific areas of closer ties scheduled to begin in the first quarter of 2027.

Under the new projections, Montenegro is positioned to become the 28th member by 2028, followed potentially by Albania and Moldova in 2029. Ukraine is considered unlikely to join before 2030, though it is cited as a model for enhancing European defense capabilities against Russian aggression. The Commission is increasingly tying accession to strategic alignment with EU foreign and security policies, specifically regarding sanctions against Russia. Turkey, Georgia, and Serbia are currently identified as having low alignment and exhibiting signs of democratic backsliding.

Despite these challenges, the EU offered Serbia a reset in membership talks following the election defeat of populist president Aleksandar Vucic and the rise of a student-led opposition movement. Previous progress in Serbia had stalled due to deteriorating democratic standards and a controversial public funeral for war criminal Ratko Mladic. The Commission believes a new Serbian government can accelerate accession by strengthening fundamental rights and democratic institutions.
