Texas Counties Set 2026 Property Tax Rates and Budgets
El Paso County lowered its property tax rate while Bexar County proposed a $2.6 billion budget that maintains current rates.
Texas counties are finalizing fiscal plans for the 2026-2027 period, with differing strategies to manage revenue and property valuations.
El Paso County commissioners approved a no-new-revenue property tax rate of $0.451133 per $100 of taxable property value, a decrease from the previous year's $0.458889. Despite the lower rate, average homeowners are expected to pay $1,035.97, an increase of $40.73, because average taxable home values rose by nearly 6%. County Judge Ricardo Samaniego noted that rejecting a higher voter-approval rate leaves the county with $46 million less to address resident needs. The decision supports a recommended fiscal year 2027 budget of $696.8 million, with a final review set for September 14.
Meanwhile, Bexar County has proposed a $2.6 billion budget for the 2026-27 fiscal year that holds the current property tax rate steady. County Manager David Smith stated the proposal aims to sustain existing service levels despite a 1.3% decline in taxable property values, which has reduced potential revenue. Bexar County commissioners will consider the budget on September 15 before the new fiscal year begins on October 1.
