Qatar Terms Proposed $300 Billion Iran Fund Aspirational

Qatari Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani described a proposed $300 billion investment fund for the reconstruction of Iran as an aspirational figure. The fund is tied to Article 6 of the Islamabad Memorandum of Understanding, which seeks to end regional hostilities and foster economic development in Iran. The Trump administration previously suggested that Gulf states provide the financing to facilitate broader corporate investment in the country.
Sheikh Mohammed stated that Gulf states may provide the necessary financing once Tehran reaches a final settlement with the United States. He emphasized that Qatari investments are based on commercial decisions intended to help the Iranian economy grow.
On regional security, the Prime Minister rejected any Iranian plans to charge fees for shipping traffic through the Strait of Hormuz, insisting that traffic must return to prewar levels. He called for a direct communication channel between Washington and Tehran to coordinate mine-clearing operations to reopen the waterway. Additionally, he noted a deconfliction mechanism agreed upon by the U.S. and Iran to halt fighting between Israel and Hezbollah in Lebanon.
