EU Imposes Sanctions on Russia After Kyiv Heritage Site Strike

The European Union adopted new sanctions against Russia's military-industrial complex and shadow fleet following missile strikes that damaged a UNESCO World Heritage site in Kyiv.

European Union foreign ministers adopted a new package of restrictive measures against Russia on June 15, 2026, after overnight missile strikes killed nine people in Ukraine and ignited a fire at the Kyiv Pechersk Lavra, a UNESCO World Heritage site. The sanctions target Russia's military-industrial complex, its shadow fleet of tankers used to evade price caps, and networks supporting hybrid attacks against Europe.

Kaja Kallas, the EU High Representative for Foreign Affairs and Security Policy, announced asset freezes and entry bans for 34 individuals and 47 legal entities. These include drone manufacturers and suppliers located in China, Liberia, Turkey, the United Arab Emirates, Azerbaijan, and Hong Kong. Additional penalties were imposed on FSB agents and judges linked to the 2024 death of Alexei Navalny, as well as Russian propagandists.

Lithuanian President Gitanas Nausėda and Foreign Minister Kęstutis Budrys urged for even greater pressure on Moscow. Budrys specifically argued that the proposed 21st sanctions package lacks sufficient ambition. In response, Kallas confirmed that work has begun on that broader 21st package, which may include entry bans for Russian soldiers who fought in Ukraine and new targets for cryptocurrency exchanges.
