US Leads Seventh Round of Israel-Lebanon Peace Talks in Rome

The United States is mediating a seventh round of diplomatic negotiations in Rome from August 4 to 6, 2026, to implement a June 26 framework agreement between Israel and Lebanon. The deal mandates a phased Israeli military withdrawal from southern Lebanon and the deployment of the Lebanese Armed Forces into designated pilot zones, provided that Hezbollah is disarmed.

Implementation has been fraught with tension. The Lebanese government has accused Israel of obstructing security takeovers in pilot villages such as Zawtar al-Gharbiyeh, Froun, and Srifa through continued shelling and the destruction of thousands of homes. Lebanese President Joseph Aoun and Prime Minister Nawaf Salam have condemned these actions as breaches of international law, while Israel has maintained that its withdrawal is conditional on the removal of Hezbollah's military infrastructure, including an extensive tunnel network.

During the Rome talks, Lebanon proposed expanding pilot zones to include Bint Jbeil and al-Khiam and sought a third-party verification mechanism for withdrawals. In a notable shift, Israeli representatives reportedly dropped a demand for Hezbollah's disarmament as a prerequisite for discussing land border demarcation based on the 1923 border. However, Israel continues to demand the evacuation of the Ali al-Taher Ridge and has conducted recent strikes in Haddatha and Mansouri.

Hezbollah and the Amal Movement have rejected the framework agreement, with Hezbollah leader Naim Qassem characterizing the negotiations as a source of humiliation and concessions. Meanwhile, the U.S. Department of State maintains that the Trilateral Framework is the only path to lasting peace, though Ambassador Michel Issa has cautioned against rushing implementation without a practical mechanism to ensure civilian safety.
