Memphis and Winona County Move to Regulate Data Centers

Local governments in Tennessee and Minnesota are taking steps to curb the rapid expansion of data centers. The Memphis City Council has scheduled an October 6 vote on a proposed 12-month moratorium that would pause new data center applications. This pause would allow a committee of local experts to study infrastructure impacts and create permanent zoning regulations, though existing facilities would remain exempt unless they expand their utility demand or footprint.

In Minnesota, the Winona County Board voted unanimously to have its Planning Commission study the feasibility of a similar one-year moratorium. The board is divided on the ultimate goal of the study. Commissioner Dwayne Voegeli advocated for a total ban, arguing that these facilities use too much land, water, and electrical power.

Other board members expressed caution regarding a total prohibition. Commissioners Marcia Ward and Josh Elsing indicated a preference for analyzing community benefits and establishing specific guidelines rather than implementing a flat ban. Elsing noted a need to study the technology further to avoid negative impacts without completely shutting the door on development.
