California Report Documents Six Deaths and Severe Overcrowding at ICE Facilities

California Attorney General Rob Bonta released a report finding six detainee deaths and 162% population surges at seven ICE facilities, as federal officials defended conditions.

Nearly 50 immigrants have died in ICE custody since President Trump returned to office, with six of those deaths occurring at California facilities between September 2025 and March 2026 — the highest toll since state reviews began in 2017. A California Department of Justice report released on May 15, 2026, links the fatalities to crisis-level medical understaffing and a 162 percent surge in detainee populations driven by the administration's mass deportation policies.

Rob Bonta, California's attorney general, characterized conditions across seven state detention facilities as cruel and inhumane. Inspectors documented inadequate medical care, unsanitary housing, food shortages, and excessive use of force. The California City facility in Kern County was cited as dangerously premature, with leaking cells, extreme cold, and delayed medical screenings. At the Otay Mesa Detention Center, housing units operated 20 to 30 people over capacity, and detainees faced strip searches after non-legal visits.

The U.S. Department of Homeland Security defended the facilities, asserting that detainees receive the best health care of their lives and that their well-being remains a top priority. CoreCivic, which operates the California City and Otay Mesa facilities, maintained that its healthcare services adhere to federal detention standards. San Diego County has sued CoreCivic after officials were blocked from inspecting a facility.

Senator Adam Schiff relayed detainee complaints about foul-smelling and mold-contaminated water. The ACLU of Southern California called on Congress to deny additional ICE funding, describing conditions inside detention as deadly.
