UK Implements Universal Credit Reforms and Scraps Two-Child Cap

The Government of the United Kingdom implemented major welfare reforms on April 6, 2026, under the Universal Credit Act 2025. The changes focus on rebalancing payments to incentivize employment. The government reduced the Limited Capability for Work and Work-Related Activity (LCWRA) health element for most new claimants from £429.80 to £217.26 per month, a cut designed to remove what ministers called "perverse incentives" to remain out of work. Existing claimants and those with severe, lifelong, or terminal conditions remain protected at the higher rate.

To offset these cuts, the government increased the Universal Credit standard allowance by over 6%, combining a 3.8% inflation adjustment with a 2.3% additional uplift. This provides nearly four million households with an estimated £295 annual increase. Simultaneously, the government scrapped the two-child benefit cap, allowing families to claim support for all children regardless of size. This move is expected to lift approximately half a million children out of poverty.

Other 2026 adjustments include a 4.8% increase in State Pensions under the triple lock and a 3.8% rise in disability benefits such as Personal Independence Payment (PIP). The government is also investing £3.5 billion in employment support and launched a £1 billion Crisis and Resilience Fund. While the Labour government describes these as moral and economic choices, Conservative leaders criticized the removal of the child cap as a "handout." Charities warn that the health element cuts could push 50,000 disabled people into poverty by 2030.
