China Issues Guidelines to Strengthen Party-Led Social Work

The Communist Party of China and State Council issued guidelines to enhance public services and tighten Party control over community governance and social work.

The Central Committee of the Chinese Communist Party and the State Council jointly issued a directive on July 23, 2026, to strengthen social work and improve public service delivery. The guidelines mandate that all social work remains people-centered while remaining under the overall leadership of the Party.

The directive focuses on upgrading community-level governance through the implementation of the "Fengqiao Experience" and the establishment of more efficient management systems for township-level grassroots governments. To modernize the sector, the government calls for the integration of digital and smart technology and the strengthening of legal frameworks governing social work.

Additional goals include expanding volunteer services and broadening channels for public suggestions. The government also aims to strengthen Party building efforts within new economic organizations and among modern employment groups to ensure political alignment across evolving sectors of society.
