MISO Proposes New Grid Reliability Rules for Data Centers
The Midcontinent Independent System Operator proposed new reliability requirements for large computational loads to prevent grid instability caused by rapid demand changes.
The Midcontinent Independent System Operator proposed a new reliability framework for large loads in a filing with the Federal Energy Regulatory Commission. The proposal specifically targets data centers and other facilities with loads exceeding 50 MW, creating a distinct computational load category for those with at least 25 MW of IT equipment demand.
To prevent grid instability from sudden disconnections or rapid demand shifts, the framework mandates high-resolution monitoring via Phasor Measurement Units and requires visibility through modeling data and forecasts. It also establishes specific ramp and ride-through requirements for these facilities.
This regulatory move follows a show cause order from the Federal Energy Regulatory Commission issued in mid-June. The initiative mirrors similar reliability standards already implemented by PJM Interconnection and the Electric Reliability Council of Texas. The proposal comes as the grid operator expects annual electric demand growth to increase to between 1% and 2% through 2044, a significant rise from the historical average of 0.5%.
