Torsten Bell Clarifies Winter Fuel Payment Opt-Out Rules
Pensions Minister Torsten Bell detailed the means-testing and opt-out process for the 2026/27 Winter Fuel Payment to help higher earners avoid tax charges.
Pensions Minister Torsten Bell clarified the means-testing rules for the 2026/27 Winter Fuel Payment, which is targeted at pensioners with total incomes at or below £35,000. While payments between £200 and £300 are issued automatically, individuals exceeding the income threshold can opt out to avoid future tax charges.
Eligible pensioners may opt out via GOV.UK or Social Security Scotland before the qualifying week of September 21 to 27. For those who do not opt out, HM Revenue and Customs will reclaim payments from higher earners using Self Assessment tax returns or by adjusting PAYE tax codes to collect funds incrementally.
In the case of couples, income is assessed separately, permitting one partner to opt out while the other remains eligible. Pensioners who choose to opt out but subsequently experience a drop in income below the threshold have until March 31, 2027, to submit a claim.
