Khalil al-Hayya Outlines Six Strategic Goals for Hamas

Newly elected Hamas political bureau chief Khalil al-Hayya delivered his first televised speech on Wednesday, outlining six strategic priorities for the organization following the October 2025 ceasefire. The primary objective is a comprehensive end to Israel's military offensive and the total withdrawal of Israeli forces from the Gaza Strip.

Al-Hayya's additional goals include the restoration of living conditions and the securing of prisoner releases within Gaza. He also called for the rebuilding of Palestinian institutions, specifically the Palestine Liberation Organization, through a process of national dialogue, and the strengthening of diplomatic ties with Arab and Muslim nations.

To achieve these aims, the Hamas leader urged the United Nations to hold Israeli officials accountable and called for increased international pressure to terminate Israeli military actions. Al-Hayya succeeds Yahya Sinwar, who was killed by Israeli forces in Rafah in October 2024, during the offensive that began in October 2023.
