US Cyber Officials Oppose AI Regulation at Black Hat 2026

Sean Cairncross, the White House National Cyber Director, argued against the regulation of artificial intelligence during the Black Hat USA 2026 conference. He stated that regulation would stifle innovation and fail to keep pace with the speed of technological development, describing AI as a "tremendous story of American innovation." Cairncross announced that the U.S. government is exploring the creation of an open-source infrastructure for global benefit.

Other government officials addressed the security risks posed by AI-powered vulnerability discovery. The Acting Director of the Cybersecurity & Infrastructure Security Agency called for "ruthless prioritization" and stronger collaboration with the private sector to manage these threats. Simultaneously, the Federal Bureau of Investigations detailed Operation Riptide, a law enforcement action that resulted in the arrest of more than 200 alleged cybercriminals.

Industry leaders from Microsoft and OpenAI focused on the current lack of governance for AI agents and provided analysis of specific security incidents, including a breach involving Hugging Face. Additionally, the United States Department of Defense highlighted ongoing resourcing struggles within the broader cybersecurity industry.
