U.S. Energy Blockade Triggers Healthcare Collapse in Cuba

The Federal government of the United States implemented an energy blockade and restrictive executive orders in January and May 2026, sparking a severe humanitarian and healthcare crisis in Cuba. The restrictions followed a U.S. attack on Venezuela, a primary oil supplier to Cuba, and threats of tariffs against other suppliers. These measures have caused fuel scarcity and power outages in Havana exceeding 20 hours.

Cuban state-run media and the Ministry of Public Health report that the crisis has pushed the medical system to the brink. The survival rate for children with cancer dropped from 85% to 65%, and 100,000 patients are currently on surgical waiting lists. Additionally, 300 of 395 essential locally produced medicines are unavailable, and kidney dialysis for nearly 3,000 patients has been disrupted. A report from the Center for Economic and Policy Research indicates that infant mortality rose from 4.0 per 1,000 live births in 2018 to 9.9 in 2025.

Cuban officials denounced the blockade as collective punishment. In response, the United Nations launched an emergency funding appeal in March, though agencies including UNICEF and the World Food Program report significant logistical challenges in delivering aid. The Trump administration maintains that these sanctions are necessary to force the Cuban government to release political prisoners and implement economic and governance reforms.
