Protester Dresses as Satan to Oppose Bay City Toll Hikes

Jeff Reed dressed as Satan during a Bay City Commission meeting to protest planned toll increases on the Independence and Liberty bridges.

A local resident attended a Bay City Commission meeting dressed as Satan to protest planned toll increases on the Independence Bridge and the Liberty Bridge. Jeff Reed remained in character throughout his address to the board, sarcastically suggesting that the city implement a $6.66 citywide fee for residents starting on Halloween.

The actual toll increases are managed by Bay City Bridge Partners and are scheduled to take effect in January 2027. The proposed rates vary based on vehicle class and payment method. Non-residents using BC-PASS or E-ZPass will pay between $2.50 and $8.50, while those paying by mail will face higher charges ranging from $7.50 to $13.50.

Bay City residents with a valid BC-PASS transponder will maintain free access for Class 1 and Class 2 vehicles. However, residents operating Class 3 vehicles will be required to pay $6.
