The Federal government of the United States converted approximately $11.1 billion in defense-oriented grants and CHIPS Act funding into a 9.9% equity stake in Intel Corporation. This transaction involved the acquisition of about 433.3 million shares at a price of $20.47 per share.
The move serves as a strategic effort to restore American semiconductor leadership and increase competitiveness against industry rivals including TSMC, AMD, and NVIDIA. This government intervention coincides with a major internal restructuring at Intel to stabilize its market position.
Under the leadership of CEO Lip-Bu Tan, Intel is spinning off non-core units to refocus on its primary chip business and expanding its foundry operations to produce semiconductors for third-party companies. Tan signaled his confidence in the company's turnaround by purchasing 1,043,406 shares for approximately $25 million in March 2025.
