Delhi Launches Winter Action Plan to Combat Seasonal Smog

The Government of Delhi and the Union government launched a Winter Action Plan for 2026-27 on September 28, 2026, shifting from seasonal advisories to a permanent framework of measurable interventions. The strategy introduces a tiered construction ban: dust-generating activities are prohibited from November 1 to January 31, with a total ban on all construction and demolition from December 10 to January 20.

To curb vehicular emissions, the government will implement a 'No PUCC, No Fuel' policy at 500 petrol pumps starting October 1, denying fuel to vehicles without valid pollution certificates or those exceeding their legal lifespan. From November 1 to February 28, non-BS-VI vehicles registered outside Delhi will be restricted from entering the city. Additionally, authorized parking fees will double, and 150 electric buses will be added to public transport.

Administrative measures include mandatory 50% work-from-home arrangements for government and private offices and staggered office timings. Industrial regulations have also tightened, with particulate matter norms dropping from 80 to 50 milligrams per normal cubic metre on October 1. Over 2,300 industries must install continuous emission monitoring systems, and 57 non-compliant units have already been closed.

Chief Minister Rekha Gupta emphasized a shift toward a proactive approach, while Union Minister Bhupender Yadav called for a coordinated 'Whole of Government' effort. The plan includes expanding air-quality monitoring stations from 47 to 60 and deploying 334 enforcement teams to manage 62 pollution hotspots.
