Democrats Flip Texas Seat and Secure Key Reelection

Democrats won a key flip in Texas' 23rd Congressional District and secured the reelection of Representative Henry Cuellar in the 28th District.

Democrats achieved significant gains in Texas during the November 4, 2026, elections, flipping a Republican-held seat and securing a high-profile reelection. Katy Padilla Stout, an attorney and former teacher, won the election for Texas' 23rd Congressional District, defeating Republican Brandon Herrera and independent Ben Mendoza. Stout flipped a seat held by Republicans since 2015, replacing Tony Gonzales, who resigned in April following a sexual misconduct scandal. Stout attributed her victory to moderate Republicans who rejected Herrera, a firearms manufacturer and YouTube personality. She noted that while some narratives were loud, they lacked substance.

In the 28th Congressional District, Democratic Representative Henry Cuellar won reelection for a 12th term, defeating Republican Judge Tano Tijerina with 66% of the vote. Cuellar's victory followed a 2024 indictment on bribery, money laundering, and conspiracy charges involving a Mexican bank and an Azerbaijani energy company. Although he received a presidential pardon in 2025, Cuellar remained a Democrat despite expectations that he would switch parties. The Congressional Leadership Fund withdrew $3 million in ad spending shortly before the vote as Cuellar's lead became evident.

These results coincided with broader Democratic successes in Texas, including wins for the governor's mansion and a Senate seat. In the 23rd District, both candidates opposed Department of Homeland Security border wall construction in Big Bend National Park, a key local issue.
