Spain Declares National Security Situation Over Ceuta Migration Crisis

The Government of Spain has declared a situation of interest for national security to address a migration crisis in Ceuta. The move follows the mass entry of over 80,000 migrants from Morocco on July 30 and 31, which overwhelmed local services and sparked a national political debate. While approximately 70,000 people returned to Morocco shortly after the crossing, thousands remain in the city, often sleeping rough.

Prime Minister Pedro Sánchez convened an extraordinary meeting of the National Security Council at Moncloa Palace to coordinate the response. Under the new security designation, Territorial Policy Minister Ángel Víctor Torres has assumed overall command of the operation. The government is implementing a package of shock measures to strengthen border security, manage the return of migrants without legal residency, and support the local economy.

To prevent future crises, the government approved bills to reform immigration and asylum laws, aiming to align national policy with European directives and accelerate the processing of asylum requests and cases involving unaccompanied minors. These legislative changes now await parliamentary approval.

The crisis has drawn political criticism both domestically and internationally. The opposition People's Party demanded more immigration officials to speed up returns, while former EU foreign policy chief Josep Borrell described the European Union's response as hysterical, disproportionate and absurd, claiming member states failed to show solidarity with Spain.
