International Business Machines Corporation Launches Sovereign Core for AI Control

International Business Machines Corporation launched Sovereign Core software to help governments and enterprises manage AI environments with full operational control and digital sovereignty.

International Business Machines Corporation announced the launch of IBM Sovereign Core, a software product enabling enterprises, governments, and service providers to build AI-ready environments with full operational control. The software integrates controls directly into the core architecture to ensure operational authority, governed AI inference, and in-boundary identity management, rather than layering these features onto existing systems.

The product launch addresses increasing regulatory pressures and the necessity for auditable governance over sensitive data and AI workloads. To facilitate the initial rollout, the company is partnering with Cegeka in Belgium and the Netherlands, as well as Computacenter in Germany.

A tech preview for Sovereign Core is scheduled for February, with general availability expected by mid-2026. The initiative focuses on providing organizations with a sovereign stack that allows for innovation while meeting strict compliance and operational autonomy requirements.
