Business leaders reported to the Federal Reserve System that return-to-office mandates have effectively reduced their workforces through attrition, allowing companies to avoid formal layoffs. This trend coincides with a weak August jobs report from the Bureau of Labor Statistics, which showed only 22,000 net jobs added.
Employers indicated that RTO policies, alongside AI and automation, enable organizations to operate with fewer staff. Critics characterize these mandates as "layoffs in disguise" or "layoffs on the cheap," noting that employees who quit due to office requirements are typically ineligible for the severance and health benefits provided to laid-off workers.
Data indicates office visits reached a new high in July. Over half of Fortune 100 companies now enforce full-time office requirements as they prepare for economic uncertainty and weaker consumer demand.
