Members of the 4+4 Committee initialed a draft final agreement on Thursday in Tunis to resolve political obstacles hindering a United Nations-facilitated roadmap. The committee, composed of four representatives from eastern Libya and four from the west, seeks to establish a legal framework for presidential and parliamentary elections and organize the leadership of the High National Elections Commission.
The United Nations Support Mission in Libya created this mechanism after the House of Representatives and the High Council of State failed to reach an agreement on electoral laws. This initialing serves as a preliminary step toward final adoption of the framework.
Committee members plan to meet within Libya before the end of August to finalize implementation arrangements. These meetings will precede the official announcement of the agreement.
