European Commission Grants Romania 16.68 Billion Euro Security Loan

The European Commission finalized a 16.68 billion euro loan agreement with Romania under the Security Action for Europe (SAFE) program. This allocation is the second largest in the European Union, trailing only Poland, and is designed to strengthen the EU's collective defense capabilities and the security of the Eastern Flank.

Funding is earmarked for military technology, equipment, and the European defense industry. A significant portion of the loan, approximately 4.2 billion euros, is dedicated to national road transport projects intended to enhance strategic connectivity with Moldova. The agreement includes a 45-year maturity period with a 10-year grace period, and Romania may request the first draw in October 2026, with an option for 15% pre-financing totaling approximately 2.5 billion euros.

The Romanian Ministry of Finance will manage the funds, while the Prime Minister's Chancellery provides overall supervision for implementing agencies, including the Ministry of National Defense and the Ministry of Transport and Infrastructure. Romanian officials described the funding as a vital investment in national resilience and a means to connect Moldova to major European infrastructure.
