Ceuta Government Requests National Emergency as Migrants Overwhelm Enclave

More than 1,500 migrants, primarily from Morocco and Algeria, entered the Spanish exclave of Ceuta by swimming or crossing the border in late July 2026. The surge has overwhelmed local infrastructure, leaving hundreds of people to sleep on the streets. The Temporary Immigrant Accommodation Centre now houses 600 to 700 people, exceeding its 512-person capacity, while the number of unaccompanied minors jumped from 180 to 472 in ten days, necessitating the reopening of the Tarajal warehouses.

Juan Jesús Vivas, the leader of Ceuta's government, has urged the Spanish central government to declare a national emergency and deploy the army to ensure citizen safety and border inviolability. Vivas suggested the surge may be linked to a Spanish Supreme Court ruling that prohibits the immediate pushback of migrants arriving by sea, though some activists attribute the timing to diplomatic meetings between Spain and Algeria.

Spanish Interior Minister Fernando Grande-Marlaska described the arrivals as an extraordinary and exceptional situation but maintained that permanent deployments are sufficient to handle the crisis. He is scheduled to visit Ceuta on Friday to monitor the response. The Spanish Ministry of Inclusion, Social Security and Migration continues to provide humanitarian aid and organize transfers to mainland Spain, while the Government of Morocco collaborates with Spanish authorities to prevent further irregular departures.
