Texas Implements Right to Repair and Gold Tender Laws

The Government of Texas will implement several new laws on September 1, 2026, targeting consumer electronics, solar energy sales, and state currency. House Bill 2963 establishes a limited right to repair for digital electronics with a wholesale price of at least $50, requiring manufacturers to provide independent shops and consumers with the same parts, tools, and manuals available to authorized providers. The law excludes vehicles and medical devices.

To combat market fraud and deceptive claims, Senate Bill 1036 mandates that residential solar retailers and their sales staff register with the Texas Department of Licensing and Regulation. This act requires retailers to maintain insurance and supervise employees to protect consumers from unlicensed installations.

Additionally, House Bill 1056 recognizes qualifying privately produced gold and silver specie as legal tender, although acceptance by businesses and individuals remains voluntary. While physical metals are recognized immediately, an electronic payment system backed by the Texas Bullion Depository is scheduled for implementation on May 1, 2027, pending action by the state comptroller.

Other measures taking effect on September 1 include a ban on cities prohibiting manufactured homes and updated payment rules for volunteer firefighters.
