Marcos Vows Stronger Protections for Filipino Seafarers in Manila

President Ferdinand R. Marcos Jr. vowed to strengthen safeguards and assistance for Filipino seafarers during the Philippine Maritime Convention 2026 held at the Manila Hotel. Speaking during National Maritime Week and the second anniversary of the Magna Carta of Filipino Seafarers, Marcos stated that the maritime sector is in a "period of profound change."

He noted that digitalization, geopolitical tensions in Europe and the Middle East, and armed conflicts in war-risk areas have made maritime work more complex and dangerous. To mitigate these risks, the government has updated sea-based rules and established a Seafarers’ Welfare Center. The Department of Migrant Workers and the Overseas Workers Welfare Administration have also heightened emergency repatriation capacities and updated standard employment contracts.

Beyond immediate safety, the administration is implementing the Full-Cycle National Reintegration Program to provide returning mariners with financial literacy, wellness, and livelihood support. Marcos emphasized that maintaining the status of the Philippines as a global maritime leader requires a collaborative effort between the government, shipowners, and labor unions.
