On October 6, she met with former U.S. House Speaker Nancy Pelosi in San Francisco, their first meeting since Pelosi's 2022 visit to Taiwan. During the encounter, Pelosi affirmed the commitment of the U.S. Congress to Taiwanese freedom, while Tsai presented Pelosi with a silk scarf representing Taiwan's maritime creativity.

On October 7, Tsai delivered the opening keynote at the Stanford DEFCON Technology & National Security Conference. She warned of sustained pressure from China, specifically highlighting immediate security challenges involving grey zone activities. Tsai cited daily cyberattacks, cognitive warfare, economic coercion, and regular military patrols by Chinese aircraft and vessels intended to alter the security environment without triggering open conflict.

Tsai argued that deeper cooperation with Taiwan is necessary for the stability of the Indo-Pacific and the resilience of the democratic community, noting that disruptions in the Taiwan Strait would impact global manufacturing and technology networks. In response to the visit, the Embassy of the People's Republic of China in the United States reiterated its firm opposition to official interactions between the United States and Taiwan.
