Senator Bernie Moreno announced plans to reintroduce the Immigration Stabilization Act of 2026, a legislative effort based on a 1993 bill originally authored by the late Democratic Senator Harry Reid. The proposal follows a Supreme Court of the United States ruling that rejected birthright citizenship reforms attempted by President Donald Trump. While the court affirmed birthright citizenship, Justice Brett Kavanaugh noted that such rules could be altered through congressional legislation.
The proposed bill aims to eliminate birthright citizenship for children of illegal migrants, limiting citizenship eligibility to those born to U.S. citizens or lawful permanent residents. Moreno argues the measure is necessary to prevent the Chinese Communist Party and other entities from abusing the 14th Amendment.
Beyond citizenship, the legislation includes capping annual refugee admissions at 50,000 and reducing legal immigration by restructuring family-based visas and removing employment-based immigrant visas. The bill also seeks to criminalize non-citizen voting in federal, state, and local elections, increase the number of Border Patrol agents, and establish a Border Control Trust Fund to finance security barriers and technology.
