OpenAI Provides Daybreak Cyber Defence System to Ukraine

OpenAI is providing its Daybreak AI cyber defence system and the GPT 5.6 Sol model to the government of Ukraine free of charge. The system aims to protect civilian infrastructure, such as hospitals and power plants, by identifying digital vulnerabilities and developing fixes.

The initiative follows data from the Computer Emergency Response Team of Ukraine showing the country faced nearly 6,000 cyber-attacks in 2025. The announcement occurred during the UN General Assembly in New York, where delegates are discussing AI regulation and the risks associated with frontier models.

This deployment comes amid rising concerns over AI-enabled warfare. Anthropic recently reported that Russian developers utilized its Claude platform to create software for kamikaze drones targeting Ukraine. Robert Silverberg, head of OpenAI for Countries, stated that protecting civilian infrastructure requires defending against both physical and digital attacks to ensure people can access essential services.
