Crystal City Texas Defaults on Debt After Severe Flooding

The Government of Crystal City missed August debt payments following severe flooding and financial instability, pledging to be current by November 1.

The Government of Crystal City missed its debt service payments due on August 1 following a combination of severe weather and systemic financial instability. In a securities filing dated August 12, the city announced it will make a $31,000 pro rata payment on August 15 and expects to be current on all delinquent payments by November 1.

Officials attributed the default to emergency expenses stemming from a July 17 flood event, where the Nueces River rose from eight to 30 feet overnight. The flood damaged 183 properties and forced evacuations. This disaster coincided with higher-than-expected maintenance costs and a decline in tax collections.

The city's financial strain was further exacerbated by layoffs at the Crystal City Independent School District, the municipality's largest employer, which cut 72 positions as part of a financial recovery plan. To stabilize its budget and reserves, the city is now seeking to adjust property-tax and utility rates. The Federal Emergency Management Agency has approved relief for Zavala County to assist with the recovery.
