Ghana Relaxes Foreign Investment Rules to Attract International Business

The Ghana Investment Promotion Authority has removed minimum capital requirements and increased expatriate quotas to attract more international companies to the country.

The Ghana Investment Promotion Authority (GIPA) has relaxed foreign investment rules to attract more international businesses to the country. Under the new framework, eligible foreign companies can now operate with 100 percent foreign equity ownership without meeting previous minimum capital requirements.

To further ease operational barriers, GIPA increased the quota for expatriate employees that eligible investors can bring into the country from four to twelve. These policy changes do not apply to the oil and gas sectors, which remain subject to existing local content regulations.

Complementing these regulatory shifts, the government plans to develop economic zones featuring integrated road, water, and electricity infrastructure to simplify land acquisition for investors. Deputy Chief Executive Officer of GIPA Abdul-Razak Baba detailed the revised framework and announced the maiden Invest Ghana Summit, which will take place in Accra on November 16 and 17, 2026.
