The Cabinet of Ministers of Ukraine and the Federal Government of Russia exchanged the remains of 285 fallen soldiers on August 13, 2026. Ukraine received 261 bodies, while Russia received 24. The repatriation was conducted under an all-for-all agreement established during June 2025 talks in Istanbul, which covers the exchange of bodies, wounded prisoners, and soldiers under age 25.
Despite the successful body exchange, the two nations remain deadlocked over prisoner-of-war swaps. Russian Human Rights Ombudswoman Yana Lantratova accused Ukraine of refusing a proposed exchange of 497 prisoners.
The Coordination Headquarters for the Treatment of Prisoners of War countered these claims, accusing Lantratova of conducting a disinformation campaign. The agency alleged that Russia is stalling negotiations and subjecting Ukrainian prisoners to torture across approximately 200 detention sites.
