Azerbaijan Parliament Approves Classified Information Pact With Slovakia

The parliament of Azerbaijan passed the first reading of a bill to ratify a mutual agreement with the Slovak Republic concerning the exchange and protection of classified information. The 17-article pact, originally signed in Baku on July 8, 2026, establishes formal protocols for safeguarding data shared between the two governments or their designated contractors.

Under the terms of the agreement, the State Security Service of the Republic of Azerbaijan and the National Security Agency of the Slovak Republic serve as the authorized security agencies. The partnership defines three specific classification levels: highly classified, strictly confidential, and confidential. Access to this information is restricted to individuals with a verified need to know who have signed non-disclosure agreements.

All official cooperation under the pact will be conducted in English. The agreement further mandates that any disputes arising from the partnership be resolved through direct consultations or negotiations, explicitly excluding the use of courts for resolution.
