State Department Unveils Action Plan to Secure Advanced AI
The U.S. State Department released a strategic plan to mitigate national security risks from advanced AI, including proposals for training data limits and safety standards.
The United States Department of State commissioned a comprehensive action plan titled Defense in Depth: An Action Plan to Increase the Safety and Security of Advanced AI to address national security threats. Authored by Gladstone.AI, the report likens the potential for AI destabilization to that of nuclear weapons, specifically citing risks from AI-powered bioweapon design, autonomous cyberattacks, and disinformation campaigns.
The proposed strategy advocates for a hard limit on training data for domestic AI systems and outlines a five-part approach focused on interim safeguards, safety research, legal formalization, enhanced capacity, and international cooperation.
To implement these safety measures, the government established the Artificial Intelligence Safety Institute Consortium. Managed by the National Institute of Standards and Technology under the U.S. Department of Commerce, the consortium brings together 200 organizations to develop risk mitigation strategies and safety standards.
