Bulgaria Holds Presidential Election Amid Black Sea Security Crisis

Bulgarians voted Sunday for a new president as drone attacks on merchant ships and arson attacks near Sofia heightened national security concerns.

Bulgaria held presidential elections on October 25, 2026, with 27 candidates competing for a five-year term. The vote occurred against a backdrop of severe security threats, including drone attacks on four merchant ships in the Black Sea that left approximately two dozen international seafarers dead or missing, and the arson of Starlink antennas near Sofia. In response to the maritime strikes, the government requested international assistance, leading to U.S. P-8 Poseidon reconnaissance patrols in the region.

Iliana Iotova, the incumbent president and frontrunner, campaigns on a platform of diplomatic negotiations to end the war in Ukraine and opposes military aid to Kyiv. She is supported by the Socialist Party and the Moscow-friendly Progressive Bulgaria party. Her primary opponent, former caretaker prime minister Andrey Gyurov, is backed by pro-Western parties and emphasizes Bulgaria's role as a reliable NATO ally, having previously signed a security cooperation agreement with Ukraine.

Prime Minister Rumen Radev, who supports Iotova, stated that the Black Sea attacks "benefits the Russian Federation," though the government has stopped short of directly blaming Moscow. With projections suggesting voter turnout may fall below the required 50% threshold and no candidate expected to secure an outright majority, a runoff between the top two candidates is anticipated for November 1.
