Tamil Nadu and Goa Cut Aviation Fuel Taxes

The governments of Tamil Nadu and Goa reduced value-added tax on aviation turbine fuel to lower airline operating costs and boost regional tourism.

The Government of Tamil Nadu and the Government of Goa have implemented significant reductions in value-added tax (VAT) on aviation turbine fuel (ATF) to lower operating costs for airlines and enhance regional connectivity.

In Tamil Nadu, the VAT rate at Chennai airport will drop from 29% to 16% starting November 1, 2026. At regional airports in Coimbatore, Madurai, and Tiruchirappalli, the rate will fall to 1%. For aircraft with a maximum take-off mass below 40,000 kg at these regional sites, the tax is reduced from 5% to 1%. This policy, effective through October 31, 2027, aims to establish Chennai as a regional refueling hub and align the state's tax structure with neighboring Kerala, Andhra Pradesh, and Telangana.

Simultaneously, the Government of Goa reduced its ATF VAT from 15% to 7%, effective October 24, 2026. This decision, led by Chief Minister Pramod Sawant, amends the Goa Value Added Tax Act of 2005 to support the state's tourism sector amid high global fuel prices.

Union Minister of Civil Aviation Ram Mohan Naidu Kinjarapu, along with airlines Air India and IndiGo, welcomed the Goan tax cut. While the carriers noted that lower costs would strengthen the aviation ecosystem, they have not yet announced reductions in ticket prices. Both airlines urged other Indian states to adopt similar rationalization measures to make air travel more accessible nationwide.
