Azerbaijan Launches Digital and Renewable Energy Expansion Plans

Azerbaijan is implementing digital transformation roadmaps for 18 enterprises and commissioning 11 renewable energy plants by 2027 to modernize its industrial and energy sectors.

The Government of Azerbaijan announced a dual strategy to modernize its industrial and energy infrastructure during the III National Competition Forum in Baku. First Deputy Minister of Economy Elnur Aliyev revealed that the state is developing digital transformation roadmaps for 18 local enterprises in 2026. Managed by the Center for Analysis and Coordination of the Fourth Industrial Revolution, this initiative will expand by 2030 to include state funding for additional digital and green transformation projects. Aliyev cited the inclusion of SOCAR’s Urea Plant in the World Economic Forum’s Global Lighthouse Network as a primary model for this technological shift.

Simultaneously, Energy Minister Parviz Shahbazov announced the commissioning of 11 solar and wind power plants by the end of 2027, providing approximately 2 gigawatts of capacity. This first phase is supported by $2 billion in private investment and $600 million in public funds. The government aims to reach 8 gigawatts of capacity by 2032, with 20 gigawatts of projects currently in development alongside international partners including Masdar, ACWA Power, and BP. Local investors are also developing four plants totaling 150 megawatts in Khachmaz and Nakhchivan.

These efforts coincide with broader economic growth, including the approval of nine public-private partnership projects for 2026–2027. Azerbaijan recently signed investment documents totaling $10.8 billion at the II Azerbaijan International Investment Forum in September, contributing to a larger $16.7 billion investment pool when combined with Baku Energy Week projects.
