New Orleans Deploys AI to Manage Repeat 911 Calls
The Orleans Parish Communications District is using AI to handle repetitive reports of car accidents to free up human dispatchers for critical emergencies.
The Orleans Parish Communications District (OPCD) has implemented an artificial intelligence system in New Orleans to manage non-critical 911 call volume, specifically targeting repetitive reports of vehicle accidents. Developed in partnership with the software firm Carbyne, the tool triggers when a caller is within 200 meters of an accident already logged in the system. An AI-generated voice confirms if the caller is reporting the same event; if no new information is provided, the AI informs the caller the incident is being handled and ends the call.
The system currently handles between 15 and 18 out of every 20 calls for a single accident, saving dispatchers approximately one hour of productivity per day. Officials stated that life-threatening emergencies and violent crimes remain handled exclusively by humans. The program aims to mitigate staffing shortages and high call volumes, particularly during rush hour spikes.
While district leadership emphasizes that the AI is a tool to support rather than replace emergency workers, the deployment has faced scrutiny. Experts from Tulane University and other critics have raised concerns regarding privacy, the lack of transparency, and the absence of formal city or national policies governing AI in emergency response.
