Alberta to Double Illegal Dumping Fines to $1 Million

Alberta Premier Danielle Smith announced plans to introduce legislation this fall to combat a rise in illegal garbage dumping on roadways, farms, and public lands. The proposed amendments to the Environmental Protection and Enhancement Act would double maximum penalties, increasing fines for individuals to $100,000 and for corporations to $1 million. In extreme cases, courts could impose jail terms ranging from 30 days to six months.

Smith cited a significant enforcement gap in major cities, noting that Calgary received 30,000 complaints in 2025 but issued only 165 tickets, while Edmonton recorded over 600 complaints on private property over five years. To address these issues, the government will launch an advertising campaign and review barriers to legal disposal, such as landfill fees. Public Safety and Emergency Services Minister Mike Ellis has designated illegal dumping as a priority for peace officers to free up police resources for violent crime.

The province will also implement a two-tier regulatory system for waste transfer and storage facilities. Approximately 150 of the 684 existing sites identified as higher-risk will be required to register with the province and meet stricter operating standards. Environment Minister Grant Hunter stated that while a recent fire at an ECCO Recycling facility in southeast Calgary did not prompt the changes, the incident highlighted existing regulatory gaps. Lawmakers are scheduled to reconvene on October 27.
