IMF Upgrades UK Growth Forecast, Warns Against Further Tax Hikes

The IMF raised its 2026 UK growth forecast to 1% but warned Chancellor Rachel Reeves has exhausted fiscal space for tax increases.

The International Monetary Fund upgraded its 2026 GDP growth forecast for the United Kingdom from 0.8% to 1%, though the revised figure still falls short of the 1.3% projection issued in January. The IMF attributed the earlier downgrade to the economic fallout from the US-Israeli conflict with Iran and a global energy shock. The institution predicted inflation will peak just below 4% by the end of 2026 before returning to the 2% target by late 2027, and it expects interest rates to hold at 3.75% for the year.

Despite the modest upgrade, the IMF delivered a sharp warning on fiscal policy. It stated that Britain has reached its limit for tax increases without damaging economic growth, noting that taxes are set to hit a record 38.5% of GDP by the next parliament following increases implemented by Chancellor Rachel Reeves. The IMF recommended that the government prioritize expenditure restraint instead, specifically by controlling the rising welfare bill and reforming the state pension triple lock. The Office for Budget Responsibility has similarly warned that higher taxes risk constraining growth.

Chancellor Reeves praised the IMF report as validation of the government's fiscal strategy. The IMF, however, cautioned that domestic political uncertainty and a prolonged Middle East conflict remain primary risks to economic stability, urging the Bank of England to remain flexible and respond forcefully if energy prices further drive inflation. Prime Minister Keir Starmer continues to defend his leadership against challenges from within the Labour Party.
