U.S. lawmakers are debating how to allocate the rising electricity costs driven by the expansion of AI data centers. The conflict centers on whether large-load industrial customers or residential ratepayers should pay for the necessary grid infrastructure upgrades.

Senator Jon Husted sponsored the Ratepayer Protection Act, which passed the House in September. The bill encourages state utilities to hold large-load customers responsible for increased costs. In contrast, Senate Minority Leader Chuck Schumer is promoting the GRID Savings Act, authored by Senator Martin Heinrich, arguing that Husted's proposal provides only voluntary protections.

Data center growth has already impacted consumers. PJM's Independent Market Monitor estimates that data centers cost 67 million ratepayers approximately $29 billion over two years. In Maryland, customers reportedly pay between $168 and $216 more annually due to the boom. While the buildout increases wholesale energy costs, some experts suggest it accelerates essential grid modernization and improves local reliability.
