UK Introduces Preventative Spending Framework to Protect Long-Term Investment
The United Kingdom government is launching a new spending framework to ringfence preventative investments and stop funds from being diverted to immediate needs.
The United Kingdom government is introducing the preventative departmental expenditure limit (PDEL), a new spending framework designed to protect long-term investments from being diverted to meet immediate budgetary needs. Under this policy, spending designated as preventative—where initial costs are expected to be offset by future savings—will be ringfenced to ensure stability for long-term projects.
Introduced through a budget document and a speech by John Healey, the initiative aims to transform state operations by addressing neglected social issues, including adult social care and rough sleeping. The policy is driven by a focus on long-term outcomes and the need to stop the raiding of preventative budgets for short-term fixes.
Despite the stated goals, officials and critics have raised concerns regarding the implementation of the framework. They warn that a lack of clear guidance from HM Treasury could trigger disputes between various government departments and the Treasury over which specific projects qualify for PDEL status.
