Indian Parliament Introduces Major Legal and Tax Reforms

The Indian Parliament is introducing several key bills, including tax exemptions for foreign investors and a name change for Kerala, amid opposition criticism.

The Indian Parliament is set to process a series of significant legislative updates during its Monsoon Session. In the Rajya Sabha, Finance Minister Nirmala Sitharaman will move the Bankers' Books Evidence Bill, 2026, to modernize the 1891 legal framework by recognizing digital and cloud-based records as admissible evidence. She will also move the Taxation and Other Laws (Amendment) Bill, 2026, which extends tax exemptions for foreign diamond mining and electronics manufacturing companies until 2041 and simplifies compliance for offshore investment funds.

In the Lok Sabha, Union Home Minister Amit Shah is scheduled to introduce the National Co-operative Development Corporation (Amendment) Bill, 2026, and the Kerala (Alteration of Name) Bill, 2026. Other planned introductions include the Tribunals Reforms Bill, 2026, by Union Minister Arjun Ram Meghwal to establish a National Tribunals Commission, and amendments to the Mines and Minerals (Development and Regulation) Act, 1957, by Union Minister G. Kishan Reddy.

The legislative push follows a period of tension; the Taxation and Bankers' Books bills previously passed the Lok Sabha via voice vote without discussion due to opposition protests over police action in New Delhi on July 20. Parallel to these proceedings, Samajwadi Party chief Akhilesh Yadav criticized the Foreign Contribution (Regulation) Amendment Bill, claiming the government targets minorities while ignoring the flow of Indian wealth abroad.
