Ron DeSantis Calls Special Session for Taxpayer Bill of Rights

Governor Ron DeSantis requested a special legislative session to implement a voter-approved taxpayer bill of rights before his term ends in January.

Governor Ron DeSantis called for a special legislative session to implement a taxpayer bill of rights following the passage of Amendment 3. The amendment, which won over 60% voter support, increases homestead exemptions for non-school taxes and could reduce local government revenues by as much as $12 billion annually.

DeSantis intends to use the session to prevent local governments from offsetting these revenue losses through new taxes or fees. He also proposed creating a fund to support smaller counties affected by the change. The governor stated that the implementation must be completed by January 1.

Incoming legislative leaders have expressed skepticism regarding the timeline. Senate President-Designate Jim Boyd suggested that implementation could wait until the legislature reconvenes in January, arguing that the new administration should have a say in the process. House Speaker-Designate Sam Garrison described the issue as too complicated for a rapid rollout, stating he would rather be right than quick.

Former state Senator Jeff Brandes also questioned the necessity of a special session, suggesting that an implementing bill should instead be the first priority of the 2027 session.
