Azerbaijan Launches AI Implementation Plan for 2026-2028

Deputy Minister of Digital Development and Transport Rashad Hasanov announced that Azerbaijan is transitioning from the strategic planning phase of artificial intelligence to practical implementation. Speaking at the Second Azerbaijan International Investment Forum, Hasanov detailed a digital development action plan for 2026–2028 approved by President Ilham Aliyev, which comprises 56 initiatives across four pillars.

The government is currently migrating agencies to the gCloud government cloud, with completion expected by the end of 2027. Current public sector AI applications include a student assistant for education, an AI-based cybersecurity center, and agricultural plant disease prediction. The MyGov AI system already serves over 4 million users, and the government aims to reach 5 million users by the end of 2026.

Hasanov stated that the next stage of development focuses on the speed and quality of implementation, leveraging the country's strategic location and fiber-optic network. He noted that the era of exploration is giving way to the era of implementation.
