US Affordable Housing Bond Issuance Hits $4.5 Billion
The US municipal bond market saw affordable-housing bond issuance reach $4.5 billion through August 2026, surpassing the total volume for all of 2025.
The United States municipal bond market is experiencing a surge in securitized affordable-housing bonds as lenders package multifamily mortgages to recycle capital for new loans. Issuance reached $4.5 billion across 37 deals through August 13, 2026, exceeding the $3.4 billion issued throughout 2025.
Citigroup Inc. popularized this structure, which allows issuers to bundle mortgages across multiple properties instead of financing single developments. In July, the National Finance Authority sold $162.3 million in certificates originated by Impact Community Capital, which were backed by mortgages across 10 states.
Growth in this sector is driven by a national housing shortfall estimated at 7.3 million units by the Mortgage Bankers Association, a gap that ensures high occupancy rates for the underlying properties. While these bonds provide investment-grade debt with wide spreads, some analysts warn that investors must remain vigilant regarding valuations as market conditions shift.
