California State Workers Launch First Statewide Strike

Tens of thousands of California state employees walked out Wednesday to protest wages, healthcare costs, and return-to-office mandates under Governor Gavin Newsom.

Approximately 95,000 California state employees represented by SEIU Local 1000 launched a one-day strike on Wednesday, October 21, 2026. This marks the first statewide walkout in the union's 44-year history. The action follows the June 30 expiration of a three-year labor agreement and allegations that Governor Gavin Newsom's administration engaged in bad-faith bargaining.

Union members are demanding a 20% general salary increase over three years, higher state contributions toward healthcare costs—particularly for rural workers—and more transparent telework rules to oppose return-to-office mandates. The strike disrupted services at the Department of Motor Vehicles, the Employment Development Department, CalFresh, and state parks. To maintain public health and safety, the Public Employment Relations Board identified approximately 5,000 essential workers who were legally barred from participating.

The Public Employment Relations Board previously ruled that the California Department of Human Resources failed to bargain in good faith and rejected a state request for an injunction to halt the strike. While the state has implemented contingency plans for government operations, officials maintain they remain open to negotiation. Both parties are scheduled for mediation on October 30, though union leadership has threatened further escalation if negotiations remain stalled.
